I couldn't find any entries for a race-specific XP bonus in the FCS, where are you referring to? The "Global Game Settings" button at the top has a setting for EXP multiplier, but that predictably targets every character in the game.

for player only stat bonuses, make a NEW RACE and give THAT the learning speed bonus. this is literally the simplest mod to make, and its as simple as copy/pasting one of the races and changing its exp value.
