Yeah if the trailer is full, then the Glis is not going to lift it, however the Hydro version of the Atlas should do the trick, just make sure you avoid thruster damage.

I tested it with the trailer full of steel plate (heaviest compnent) on Pertam gravity, so it should work as long as both atmo and H2 thrusters are lifting.
Unless the cargo is full of heavy ingots like gold, platinum or uranium? That might still be too heavy to lift.
But it would also depend on how full the trailer's cargo is. this series of little tug ships was, as you say, designed to move small ships or even chunks of larger ones around, but not necessarily for heavy lifting.
