This improves the flak coilgun only. The flak missile improvement has its separate mod that removes "target shots" in order to prevent an unwanted detonation when under enemy payload-based PD fire: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2231511355

This aims to prevent flak coilgun and flak missiles not pre-boosted by the launching ship from doing no damage due to flak bug.
