Hey, thank you for your questions.

There should only be one file. I did a mistake, thank you for reminding. I will patch it next time it updates. It shouldn't do any harm, since they have the same content.

To your second question: I literally have no clue why I did that. I've done my research when I created this mod and did some trial and error.
The mod works how I intended it to be.
I haven't found any bugs or glitches which breaks the game or give you an unfair advantage while mass imprisoning/imprisoning on a span of an entire game.
