I'm not sure whats causing it (I do have VFE Vikings) but I have yet to see a buyable psy neuroformer. I also have Let's Trade! if that has any affect.

You're thinking of the Royal Tribute Collector, but once you have a pawn of a certain rank (I think it's Praetor) they'll start sending trade caravans that buy and sell stuff like normal traders.

I'm looking at Steam\steamapps\common\RimWorld\Data\Royalty\Defs\TraderKindDefs and in the caravan XML in that folder there's both types of Imperial caravan.

There's also an orbital trader for the empire that shows up for either barons or counts.

@Paradox yeah, it makes sense, but as I know imperial trader only gives honor, he doesnt sell anything. I'll think if its possible to add neuroformers to imperial settlements

Would it be possible to add neuroformers to the inventory of Imperial Settlements and/or Imperial trader caravans, too? I feel like it would make sense for the Empire to stock them, given how psychic stuff is their whole deal, and they don't have exotic traders.
