I LOVE this addon, I use it in some of my screenshots. It's a near perfect addon, all we need is the ability to hide the hands so it can bonemerge to the workers body without the hands clipping.

I believe that the lack of more clothing variations in HL2 is due to game limitations rather than the Combine getting rid of them, similar to the only 4 scientist models in HL1

the reason they are so floppy is because they are made for posing I think its in case someone needs to hide the arm or make it look broken.

At the moment, there aren't any npc versions of the hl:A citizens ( I think), but you could use an addon that turns models into an npc
