Go the mod location, mine is - [Documents/My Games/Sid Meier's Civilization 5/MODS/Hiram YnAEMP Compatibility Patch (v 2)]
Edit the Core.sql file in notepad, and change the value of the Uyghur civilization start under whatever map size you need, for me it was Gigantic Earth (Greatest Earth in the .sql file).

If you have the time, could you just change the value of the starting location, wherever it is, to be 1 more tile east? This civ is perfect for filling up the map with 43 Civ DLL.

TPangolin - That would certainly be one solution, although Indonesia is already doing that, sort of. I would encourage modders to try making their uniques, well, unique. This one has an inversion of India's UA, which is interesting, and I like the +sight range UU. Perhaps the Grape Arbor should work exactly like the circus, but have no requirement. This would be an improvement over the default, especially as the Circus has no maintenance cost.
Hiram Again - I hope you do not mind my Kibitzing. I tried my hand at modding and couldn't figure it out, so I try to be helpful with feedback to other modders. If it's irritating, just let me know.
Or you just make Bactra a City-State which can be burnt to the ground as was done historically.
