I been building a new city using this with underground passages connecting them together.
Elevator for Underground Passages
What I do in neighborhoods is just have these at the bigger 4 lane roads so pedestrian traffic uses the underground paths to cross the road. I use the TM PE to bar pedestrians from using the crosswalks on the 4 lane or bigger roads. Commercial areas have these underground paths everywhere so you don't need buses and metro everywhere. You have a few Metro stop in your Commercial zone and let the cims walk everywhere.
