If you are using anything older than the Frosty versions, I can't help you I’m afraid. There just too many differences between the various branches of HIP. They also aren’t save game compatible.
COW.11705 should not trigger at all unless emf_can_add_holding_slot is true. This is neccessary because in SWMH they haven't added 7 holdings to every county like in vanilla.
Are you playing with the SWMH module?
Are you using the latest version of HIP? (Frosty2)
What start date are you using? The First Crusade?
Are you absolutely sure this is caused by Cities of Wonders? An easy way to determine this is via a process of elimination: Try starting a new game with only Cities of Wonders HIP&SWMH disabled , if Jerusalem is still a theocracy then my COW is not to blame.
What other mods are you using? If you are using any other mods than HIP, could any of them possibly cause this?
