The surgery options do not show for them. Even if they are currently "safe" and regular members.
After removing the specifically the sex assignment research with a save edit, the issue goes away. Adding it back prevents me from seeing the hediff bit in the logs for whatever reason, so I can't get a direct copy-paste right now.
