I thought it was a vanilla decal but can't find it anywhere in findit and really want to use it to create extended drives!

That's true ^^, but when i read you use texture map from University City Creator Content pack as a template i didn't know this mean your Content Creator Pack is required for this to show up, so this part of incomprehension is my fault, however if i see a dependency i would immediately understand why this pack is required with your description.
You can see that your pack is listet as a required item when viewing this asset in the games content manager - this is caused by using a DLC-building as an template.
So if you want to share this asset also with people who don't own your pack you have to use a different template. If not you should add the pack as a dependency over here ;)
