It uses automatically the hair part for coloring. The config only controls where it sources the texture from when using texture dyes.

It's on, and it changes bow kids hair colour but I don't really know what changes on hat kid, I chose every option and none of it changed

It's a AssetReplacement so it should be applied automatically to Hat Kid and Bow Kid.
Make sure the mod is enabled

I don't know if i'm just stupid, but I have no idea how this works. I use it on dyes (specifically blueberry pie) but nothing changes.
