The power reduction is working on my server but the increased zone chip timer is not.

Both mods edit the same file so it does need a seperate mod to combine the two features.
No the mod is not updated for the latest version. I will probably update it in the comming week.

If you mean dedicated server then yes but the dedicated server has to have it installed
