I've adjusted the alignments for the HRE, papacy, and DotF. I've also added a general shield and great power overlay (however the great power glow may only be vaguely noticeable, it is still there. I also can't be assed at the moment trying to figure out how to do it for the country view, sorry).

Nice, the game is now playable again.
Still have some kinks to iron out like the papacy, HRE view and DotF being slightly off center, but that's just details.

It works with other mods as well. Yea, I don't really have a resource for the great power glow either. Tried making one and it came out crap, graphic design ain't my strong suit sorry.

I'm not sure how to make the glow look right. Honestly, the glow was a very bad idea from the part of Paradox. I thought that maybe most countries would have silvery threads on the border and great powers would have golden threads, but I don't know how to do it. Maybe a coloured mask that overlays on the desaturated one? I don't know.

Temporarily, I have a desaturated frame for all countries and a very golden one for Great Powers.

Have you considered something more regal for the big fancy flag at the top left of the screen? This is what I've done:

The smaller flags are still simple, but the big one is nice and fancy. I reckon, though, that this disposition "eats" a bit off the borders. There's probably a way to make it so the frame goes beyond the mask of the flag, but I don't know how to do it.

This doesn't come with flags of its' own, it just changes the template. Wappenwiki works with this as well.

I remember now how I made the old mod work.
I had to download the files and "create" the mod myself on the new launcher, so it would create a folder and .mod file properly.
Then it just worked.
A rather convoluted process for anyone not familiar with modding, so definitely far from ideal.

Maybe something isn't working with your installation? They changed how that works with the new launcher, might have broken something, perhaps trying a reinstall could help?
