i think i found them, their models are called salvagoon

The marabuntas are able to be seen with bandanas sometimes. there are some of there models in director mode.

you'll need: open iv, 3ds max 2017 + GIMS EVO plugin, blender, VTFedit and crowbar

There's a few other gangs but that's besides the point, these are awesome! Are there any like tutorials or anything you used to get these? I wanna learn how to get GTA stuff into gmod:-)
