It's very open, but it's not really all that flat. I guess it kinda represents little rolling hills, but it just seems a little too pock marked. I can live with that, however would you be willing to add a power connection to the Soviet border so you can buy/sell power? Did you leave that out intentionally? It would be nice to purchase power early in the game instead of building an expensive power plant right away. As for late game, the nuclear plant generates so much power it would be a waste not to sell it's excess power, even if it's only 18MW.
