The person who built it had the FreeBuild mod on, which allows you to have a greater range of barrier lengths (shorter and longer than default). Part of the barrier is a shorter length than the game allows by default, hence "panel too short".

In order to place the blueprint, you'll need to download FreeBuild and make sure it is turned on in the game.

Cannot place - says panel to short :( really whould have loved to have this habbitat.

Having an issue with cleanliness. I have a feeling they are using the bathroom somewhere that the keepers can't reach...haven't figured it out yet :(

In my case macaque, but you can also put lemurs in there. the blueprint doesn't seem to save the entire building, but cuts it off after the habitat fence.
