i feel like these would be better in the belt slot so people arent naked while wearing them, would you at all be interested in changing them to fit the belt slot or maybe add a weaker utility that does go in the belt slot?

Great idea, but it is disbalance:
1. Athletics buff should be weaker than from two scout legs ~ x1.35 at masterwork
2. Also need a quality gradation

If I were to suggest one thing, it would possibly be reduce the weight to maybe 15KG or 10KG as 20KG looks a bit too much for these.
