@Mr. Puro II, yes works, but the arms need be in addons folder not in workshop. Just move the vpk file to the previous folder.

This skin is already integrated in the custom paint content, you can just do engineering reverse to do what you want.

Yes, its possible. You just need remove the RNG code in vmt file or just editing the VTF replacing the one texture you want to stay fixed.
