Yes. This mod and the part 1 portion as well as all WH3 races is pretty much done. I'll be able to upload it when I return home in May.
The event pics are in sepia tone in the eventpics folder, know how to get their colored version?
They are in data.pack (open with RPFM) --> ui --> eventpics --> def
Tell me what way it prevents it from functioning and I will update it. I've been playing with it without issue.

I will not unless a serious error is pointed out. It is a tremendous pain in the ass to update mods with CA's launcher.

If by "normal" event you mean like Army Raised, Settlement Occupied, etc. I've just played Eltharion, and all these events occur and do show up, as do random incidents. Or, if by "normal", you mean High Elf Secure Influence/Court Intrigue dilemmas, Eltharion is currently bugged or intentionally does not have Influence Dilemmas, which is something to take up with the developers, not me.

Open up the 'data' packfile, look under 'ui' and then 'eventpics' and you will find them

That's already the case for many events. Which one in particular did you have in mind?
Sorry for the late reply, I don't always see the updated comments on my mods. Yes it is possible, but unlikely, as both mods have been updated for the most recent DLC. I just ran an Empire test campaign (with both Event Illustration mods on) and I got Incidents and Dilemmas just fine.
It is possible that with the advent of the Empire political system revamp that many dilemmas that would have occurred earlier/more frequently, are now pushed out of the rotation in favor of those Elector Count specific dilemmas, which I did see quite a bit more of than the original dilemmas that have been in since Warhammer 1.
