I also have the same problem. I don't get automatic improvements and I can't exchange gold for culture.

I am having the same issue as tlubanski. "I neither get the automatic improvement nor can I exchange gold with culture."

On playing the mod, I neither get the automatic improvement nor can I exchange gold with culture. The button gets green once I hit 100 Gold, but if I click on it, nothing happens. Is there a prerequisite that needs to be fulfilled? Your description doesn't indicate it, and so far I didn't find a tech that would enable this.
