Not exactly sure but you probably need to play around with the Global settings for hunger to create that effect.

I have a question. Where in the FCS do i find the setting that changes when characters eat from backpacks and food bins? I want to set it so they're always hungry.

Glad you like the challenge of this game start. I made this start to make early game a little harder assuming that you choose not to fight any Starving bandits. Also the Starving Bandits are pretty weak allies so it is best played with Help/Heal/Rescue allies turned on for an extra challenge.

Awesome! I was curious about a start like this. Although having the ever-present bandits at your side would be beneficial at times, I suspect this arguably makes the game harder. They are the main low-level targets to practice fighting against.
