Not really, the AI will function chaotically.
The 1808026796 is a district patch but it edited one more economy file, you can load this after that if you want to make use of that economy file. 2054099990 has no conflict with this.
I apologize. I thought that Habitat Districts worked like normal ones, were there were four permanent/default Districts.

Sigh. Please put some effort to learn about the mod. The mod by design does not conflict with any vanilla files. It also by design remove and add flags to replace one of the districts, in this case, the generator district. This means that the mod will replace the generator district with whatever the habitat is upgraded to. In other words, there is no conflict to speak of.
Just because mods add new districts doesn't mean that existing districts by design need to be removed. The design is base on author's intention and not your's intention.

Bigger colonies isn't compatible because of code limitation, there isn't a way to selectively adjust the numbers of districts through custom flags.
PD is PD. Moonbase is moonbase. They are different mods. What mod are you referring to?

The "Void Dwellers Expanded' mod you linked does not modify any vanilla files.
Universal district patch doesn't "fix" extra districts. These so-called extra districts, to begin with, are not excluded in the original mod either. Excluding these districts in my patch is base on discretionary basis. Does the mod author intended to have these districts excluded in the first place?
Yes but what is wrong with it? Is there like extra districts or the districts not coming out?

To be fair I didn't try this mod alone, so it may be conflicting with something else of the mods I'm using. For the time being I've stopped using this one which has fixed the issue. Unlike ShadyDemoness I am not using DO2 though.
I removed the extra tag in a code for the new mod support. Does that fix anything?
