Unfortunately after so many updates, it is just *too* broken for a hotfix in the comment section. So here is a rewritten CivicsTree.lua, the link should not easily expire but if some day it indeed does not work anymore please feel free to contact me:

Open the file "CivicsTree.lua" (under Steam\steamapps\workshop\content\289070\1800805509\LUA\UI\Overrides\)
Go to line 846 or search for the following line:
local bonusBoost = (Player_GetCivicBoostModifier(Game.GetLocalPlayer())*.01) --JFD
Comment that line out. In other words, change it to:
-- local bonusBoost = (Player_GetCivicBoostModifier(Game.GetLocalPlayer())*.01) --JFD
Thanks for the correction, seems like I missed that one.
Commenting it out now allows the Civics Tree to load properly.
Seems like an issue with CivicsTree.lua.
"Runtime Error: C:\Program Files (x86)\Steam\steamapps\workshop\content\289070\1800805509\Lua\UI\Overrides\CivicsTree.lua:846: function expected instead of nil"
Now I can go back to using all the mods again. Thanks for all the work.

I'm having the same problem that @jstew64 and @Fenhotep are having.
I can't access the government page after unlocking a medieval government. I'm currently using all of the rwf mods.
I've just encountered it as well.
It's weird, I've played quite a few games already with the modpack and this is the first time I encounter it.
It is the first time I started in the medieval era though.
I just grew too used to being able to read most of the policies without scrolling, while having the direct results of said policies laid out for me.
