I could give you the location, but the killer does not travel. He is however close to the trader guild’s capital and is within the great desert.

Bloody hell. Someone actually added him. I was gonna look for a mod which removes every bounty poster that the characters have been removed, but this gives me hope. I imagine I need to import in order for him to show up?

Omg this character isn't actually in the game... Do you have any idea how long i wandered the "Eastern Trade Route" to find him...

His poster is vanilla. The devs made his character and didn't input him even with his complete dialog package.

Is his bounty poster in the vanilla game? Not sure if another mod has added him in or not
