The issue isn't the NSL servers, they just fail to load sometimes. Rejoining the server usually fixes that. No idea why, buggy game XD.

Pretty sure there is an issue with Monash and any xhair mod. There is a work around though.
You can overwrite the xhair files in the ns2 directory with these to give you the dot crosshair on any server.

1. Copy all 6 files from
\AppData\Roaming\Natural Selection 2\Workshop\mab32a71_1379511965\ui

crosshairs.dds
crosshairs-hit.dds
exosuit_HUD1.dds
exosuit_HUD2.dds
exosuit_HUD3.dds
exosuit_HUD4.dds

2. Overwrite or rename files of the same name in
\Steam\steamapps\common\natural selection 2\ns2\ui
