Seems to be fixed. Last time it took me 3 months and a number of emails to Steam (got nastier on each preceding one) before it was fixed. STAND BY! Here I come.
If you subscribe to this while within TS2013 you won't have any trouble. It will download and the scenario will start OK. I found this out a while ago when the workshop was new. It can't get it's facts right sometimes. If you have the required DLC the scenario will run. You must subscribe from within TS2013. Once you do that it will be listed with your regular scenarios. Then you just start it like any other one. I have the same issue and I just started it with no problem.
