The actual location is never specified, all that's known is that City 17 is somewhere in Eastern Europe with influences from other European countries occasionally popping up. However, the common consensus is that is located in either Russia, Ukraine or Bulgaria because of the fact that they're all countries with main languages that use the Cyrillic alphabet that aren't landlocked (the coast segment).
