I seem to have found a solution to the mod not working. Is it ideal? No. Does it mean people can hit the subscribe button and have fun? No. But it works nonetheless. If you want to use this mod, bear in mind that this comment is directed at the creator, but explains everything and helps you understand how to fix this mod for yourself.
The reason this mod probably works for you is because it's situated in your custom folder. The custom folder is pretty much mandatory in launching for Insurgency, and doesn't require the VPK be installed before entering a game (this can be observed in the console.)
I've observed a similar course of action required for other mods to make them work. You've probably seen the line "Extract VPK and move to custom folder" before. It's the same story here, you'll need to locate the .vpk file, and extract it to your game's "custom" folder.

In short, good work. The mod can be fixed, you just need to know how to. Looking forward to what you make next!
I liked the idea of the mod and the video showed it, and it would be a nice enhancement, but it just doesn't work.
Maybe it's resolution, maybe scope detail.
Point is, it doesn't work, good luck and I hope it gets fixed sometime.
But please, don't just try and say it's not doing something wrong.
All but the center of all optics are covered in black, covering everything and making the scope nearly unusable.
Also, I meant that with my FOV being lower than normal, vanilla parallax'd scopes don't have the effect of being so 'zoomed' since the weapon model is placed further away (in my case) than close, giving it the effect of 'no zoom.'
Sorry for the confusion there.

And what if you use custom FOVs for your model during aiming/focus?
Is it compatible with the Elcan? Not working for me.
And various optic mods, how about those?
I use the ported insurgency sandstorm scopes. Do those mods conflict?
