If you use TM:PE set the underpass roads to a higher speed than the round about - they will prefer to user underpass that way. Quick and easy.

To force traffic to use the underpass, it looks like you'd have to set lanes going into roundabout with TM:PE and assign the cars to go into the intermost lane on the roundabout at each entrance, then only allow them to change up to one lane at each node on the round about, this would make all traffic going into the round about only aloud to turn left, forcing the slip lanes and underpass to be used.

@falc: Change the speed approaching, and in, the round-about to a speed lower than the bypass.

cars going straight ignore the underpass and use the roundabout which makes it not effective

I can't use it because I didn't know Mass Transit DLC was required. It wasn't listed in the required items.
