I've added a localization file for german.
I get at the start of a map a popup where I can decide between "rcemodevent.1.a" and "rcemodevent.1.b". Might that be a locallization issue? I'm playing with a german interface.
I've tried unsubscribe and resubscribe but it did not help.
Every country will be received a country modifier to increase the maximum resources capacity.
I've added an event to display the mod menu. It will pop up when you start a new game or load a saved one.
There is a mod menu in the edict ui. (Open 'RCE' Mod Menu) Can you check it?

Tested with no mod, it works fine. Can you tell me which part of this mod is not working?
I decided to 'exclude' influence capacity since I need to overwrite a vanilla file to include it.
