The ai has no upkeep for their units but my upkeep stays the same with or without this mod. I am only using WoTG mods/submods and not using the hard economy submod

Installed this to counter the update's increased upkeep, but it's not seeming to do anything. Does it take a few turns to kick in or what? Tried loading it before and after the main mod in the mod order.
