Open your spawn menu and look for the addons folder, once you're in there look for something that says "Traffic Props Pack."

I don't think so, you could probably go the mods folder and change the texture there, but I would probably expect bugs. I don't own these models, they were reuploaded from garrysmod.org because they didn't exist on the workshop.
