Trying to think about what kind of victory fits Goldoa best, purely thinking thematically. Domination is obviously out of the question, Culture kinda doesn't work because basically nobody knows what Goldoa's actually like, and Dheginsea prefers to keep it that way. And Diplomacy would require them to go out and make friends.

Maybe science? Just hunker down at home and make a rocket to leave these warmongering assholes behind, let the Goddess deal with their shit.
