I don't necessarily agree with the 20% Unhappiness malus here - that's way too steep for the gain you get. This feels more like a complaint about the IRS than it does an actual game modification. +1 gold for every citizen at a cost of 0.5 Unhappiness per citizen, perhaps.

Great idea for a mod. tried to do this on a PTWE version. 15 cities without occupying troops. The moment the wonder finished, I went from 10 happiness to -54. The gold is great, but idk if it's that much unhappiness great. Good mod otherwise.

@Azradun -- The idea of taxation, I think, is already incorporated into the game in that you own your citizens and they are forced to work the land for the benefit of the empire. If one were to incorporate taxation on the citizens into the Civ5 setting, one would expect there to also be an unhappiness driven element of civil unrest -- your cities can rebel and become city states if you tax them too much, type of a deal.... Empire of the Fading Suns used to be like that.
