So we have a German leader who eats City States for breakfast in Vanilla, and a German Leader made in Steam Workshop who gets bonuses for befriending City-States. There's some hilarious irony to be found in this.

When I levied a city state's units, it doesn't show a +5 combat strength bonus when fighting units outside of my territory. Do I misunderstand the ability description or has anyone faced similar issues?

There's an expression that describes Imperial Germany's three emperors thusly: "Der greise Kaiser, der weise Kaiser und der Scheiße-Kaiser."

It's nice to see one of the first two kaisers represented: usually, everyone jumps right to Wilhelm II.
