@Jono That's a possiblity, since it probably also modifies the pop_job files

I've switched over to a different mod for admin capacity adjustments, but no, it wasn't showing any Admin Cap from Pop Jobs line. As for conflicting mods, I think I was using Better Job Priorities. Would that be a conflict?

@Jono sorry for the late reply, but are you sure? It works fine on my end. Do you see a line saying Administrative Capacity from Pop Jobs if you hover over your empire sprawl? Or are you maybe using any other mods that modify the job files?

This doesn't seem to be working. I have clerks and rulers and no increase in admin cap.
