This mod has now been updated for Gathering Storm. If you are using Merrick's Austria mod (https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=1570652296) Charles will also appear as a leader option for Austria.

@twaligora33 - All of that is mentioned in his Civilopedia entry. If you're asking why he doesn't also lead Germany, it's because civ currently only allows a leader to lead a single civ - if it becomes possible in the future, I'll expand him to also be able to lead Germany, Merrick's Austria, and potentially the Netherlands.
