May I suggest using King Albert I next time? A much more likeable leader, and a better one too! He got his country through World War One saving as many lives as possible. His traits can be defense related (he visited the front lines regularly, he was a proponent of the flooding of the lands that held off the Germans near Ypres etc) or humanitairian.
Alternatively, consider his wife, Elisabeth of Bavaria, Queen of the Belgians, who was a front-line nurse during World War One (yes, while she was the queen already).

The mod makes my game crash. I can still go to the main menu, but when I load my saved game or play my cloud game with my friend it crashes on the loading screen. I uninstalled the Belgium civ mod and Leopold II leader mod to see if that would fix it and it did, i was able to play my games just like normal, no crashes. Later I tryed installing the mod again and see if it still had the problem and sure enough it did. Please help me.

when i try to subscribe it says i need Belgium and when i subscribe to belgium it says I need leopold. What to do?

Leopold II is one of history's most despicable human beings - someone who engaged in wanton cruelty, torture, enslaving and murder throughout the Congo. Not sure such a 'nice' characterization is appropriate.

@Roda - that was done ages ago - do try to keep up. :P It's like an off-shoot of Godwin's law - every moddable version of Civ will invariably get a Shitler mod. Besides, it's not like Firaxis don't add some heinous dirtbags themselves (usually for perfectly good reasons).

I like this, but I think it would make more sense if the Congo Free State LUA worked only for cities on diffrent continents and if the Force Publique got a combat bonus when defending Belgic cities on diffrent continents so it reflects the whole Congo Free State more.
