I think I read somewhere that the entity for the lead pipe that he picks up is a weapon. It just can't be used by the player.

once I typed "kill" in console during the manhack scene, while the refugee did all the work and after he destroyed all the manhacks he says "woah, that was close. thanks for your help."
then proceeds to walk over and pick up my crowbar and sit in the corner of his hideout.
