I would add national spirits for more effects. Goth does a good job but you can do more.
As for focuses/spirits, you can specialize via split; i.e.:
For military production, pick:
More guns (-10% infantry prod cost, +5% soft attack),
More tanks (-10% tank prod cost, +10% hardness),
More artillery(-10% prod cost, +10% breakthrough), or
More horses (+10% calvary attack/defense, -15% support equipment prod cost, +1.5% population).
Same for combat bonuses, etc.
2) Since this is for minor nations, you can look at KaiserReich's Ostasian Tree. It has two focuses that add a building slot for every state you own. A minor power could make a lot of use of that. I would put it at the bottom of the factory tree though, or one at the top and bottom.
