I figured it out. When placing colors for the player spots/teams, the top left/red of the shields you can move around aren't on the map but instead on the border. I placed the red shield in a start point and the map worked.

Other than a few imperfect things (likely due to AI fail), map is great.

This map is a work of art. I want to play, it just doesn't work. When doing teams it has some option about splitting estates. Whether I do or not, I end up having nothing, just watching AI build. I don't get it.
