Where are server perks in the game or is it a application you need to download.

When i opened the game the mutaters for your weapon plus others that i deleted were still there and in the traders menu.

Just delete it. Open /System folder, find 2 files FlyingV.u and FlyingV.ucl. Delete. Open ServerPerks.ini, delete line TraderInventory=0:FlyingV.FlyingVPickup
