This isn't exactly what you're talking about, but empty tires can have a pretty impressive effect on a car.
Obviously a single loose one on the track shouldn't stop you in place, but unfortunately Wreckfest doesn't have a way to have the tires be "squishy" like they would in real life.

@Psythik Yeah, the mod is most usable in singleplayer. The game doesn't sync debris positions in multiplayer anyway, so it's not very fair - a tire might be in the middle of the track for you, but not the guy behind or in front, so you have to dodge it but they can just drive straight through. Can't be helped by a mod sadly :(
