The song is scratchy because either its on purpose or its trying to play it at so loud a volume it starts cutting out, or something else my 2 brain cells cannot process.
I have no idea how he is 'making fun' of the 'fallen' by playing the national anthem as a gun noise for an overly patriotic gun.
I also find it funny how you find the national anthem offensive. What is your nationality? Most 'offensive' memes are actually found rather funny by the people that they stereotype/make fun of.

Strongest gun in the workshop ever!, but the thing that I find offensive is the fact you play the national anthem but in a weird way it plays the music but in scratchy it seems you are making fun of the song that respected like all the fallen
