I just beat Sonic the Hedgehog 3 today, the solution for the barrel is to press up and down on the control pad.

I had such trouble with this. I never figured it out. I thought you had to jump on it just right, then jump under it. I made it past a few times, but I never learned the up and down thing. Guide dang it.
