Adds one new commander for Unaligned/Democratic Yugoslavia, when at war and having the "Local Militias" national spirit.
Adds two new commanders for Communist Yugoslavia, when at war.
Also some small improvements to the old events (cleaning up code, etc.).

-As Hungary, have Horthy as leader in april 1941 or after (which means either staying nonaligned or going down the default fascist path in the focus tree).
-AsYugoslavia, stay nonaligned and wait till january 1941; I'm gonna change this one in an upcoming update though, replacing the current event with a different one which should occur sometime in 1937 or 1938.

Also I'm working on adding a couple of generals for Yugoslavia for this mod...
