The fix for you problem should be easy; Make sure you have installed and mounted the "Team Fortress 2" content. If this isn't going to fix your problem, write here again.

I HAVE A COMPLAINT! i was recently on your server, and the admin "Cat<3" was a traitor and i shot him. After killing him and confirming that he was a traitor, he respawned himself, and complained. After a while of him arguing with me that i rdm'd even though HE WAS A TRAITOR, he banned me for an hour. this is ♥♥♥♥♥♥♥♥.. get better admins...

Really? If you are the author you have to take responsibility and not be lazy. have a guide with over 2750 Console commands for Garry's mod, and i still have to reply to comments. So get with it and not be lazy, a list would be great.
