Menu only opens on Multiplayer servers. You can use it on a private multiplayer server[LAN].

Right click on the emote you wanna change in the wheel, and then a list will appear and you can choose from there.

what about the wheel menu? how do i change the dances?

If I taunt while holding a weapon, my playermodel's hands will stay in the orientation used for the weapon, so if I taunt while holding the SMG my hands will appear to still be gripping it
