Just saw this message. Not sure why there would be a conflict, Indulgence Penny is set to only work in Devil Rooms and Black Markets. Maybe under the hood the other mod is making one of those rooms and skinning it like a shop?
It honestly might just be an issue with the sheer amount of mods I've gathered for the game, but if you'd like to look into it anyways, that would be most helpful.
I have tweaked the trinket to give a permanent luck down every time you pickup the trinket. Let me know what you think.

Thank you for the advice. I agree Indulgence Penny still feels unbalanced (then again Cancer and Curved Horn are OP as well...). I don't want to change IP into an item as I like the fact that Isaac can pickup\drop the trinket and change the price of heart deals allowing for more player strategy.
So far: IP doesn't give you DwTD precedence and the -1 Luck means you are constantly dropping\picking up the trinket. I think those are valid negatives. Dropping it once more floor and backtracking for it is still a negative IMHO.
I will try to think of other ways to balance the trinket.
No it does not give DwTD precedence. The player does have the option to pick up\drop the trinket repeatedly in the Devil room which will allow the player to spend hearts.
Thanks to Spore64, Indulgence Penny now has a custom sprite.
